Basement finishing in Grand Chute
Wisconsin's largest town by population, wrapped around Appleton's west and north sides.
Grand Chute grew from 18,392 residents in 2000 to 23,831 at the 2020 census, making it the most populous town in Wisconsin. It's home to the Fox River Mall, Appleton International Airport, Fox Valley Technical College and the Timber Rattlers' stadium, and Interstate 41 runs along its west and north sides. Residents voted in 1984 to pursue becoming a village, but the state denied the request in 1985, so Grand Chute remains a town.
Newer homes with full basements
That growth means a lot of Grand Chute's housing is relatively new, and many of those homes were built with full basements that owners leave unfinished at first. Finishing usually comes a few years later, when a family needs a playroom, a guest bedroom or a place for a home office. Newer basements often have a sump, a bathroom rough-in and enough height to finish without moving ducts.
Your permit isn't from Appleton
Many Grand Chute homes carry an Appleton mailing address, but the town is a separate municipality. The City of Appleton itself warns that some neighboring towns use its mailing address and asks applicants to check city limits first. If you live in Grand Chute, your basement permit comes from the town, not the city.
Planning a bedroom
If the plan includes a bedroom, Wisconsin's code requires a second exit from a basement used for sleeping, often an egress window in each bedroom. Newer lots with irrigation lines and landscaping near the foundation should be flagged before anyone digs an areaway.
Common questions
I have an Appleton address. Who issues my permit?
If the property is in the Town of Grand Chute, the town does. Appleton's own permit page notes that some towns use Appleton mailing addresses.
Do newer Grand Chute homes have bathroom rough-ins?
Many do, but not all. Look for capped pipes in the slab, or ask the contractor to check.
